Apple Valley MN is a very wet area, one of the wettest ground conditions we see in the Twin Cities. The band south of the Twin Cities including Burnsville, Lakeville, Savage and Prior Lake all have soft wet ground most of the year.
This older home also has a wet basement, from what we can guess, the dryer vents have kept this area warm year round melting snow and ice. When it gets really cold the ice expands and pushes on the walls creating hairline cracks.
